IRQ, How to force hardware irq change ??

IRQ, How to force hardware irq change ??
I have 4 hardware devices using irq 11..
network,sound,video...pci buss...ect.
Win2000 will not let me change them..

That the way it is designed. You can't unless you change to to a
"Standard PC" HAL. And then you forgo ACPI(advanced configuration power
interface) benefits.

If your PCs BIOS supports it, you may be able to assign IRQs in the BIOS
setup.
