IRM: service needed?

I had Office/Small Business version and learned about the information rights
management so I returned the small office version to dell and upgraded to the
professional version. When I tried to use this feature it appears I need to
buy some sort of subscription service to actually use it? Is this correct?
If so it is very decieving and I just wasted $250.00

If you are not hosting your own Information Rights Management server (on
Windows Server 2003), Microsoft is hosting a limited time trial. Here is
some information from a TechNet article which discusses IRM deployment

IRM Components:

The RMS technology at the core of IRM is built on the .NET Framework,
ASP.NET and the Extensible Rights Markup Language (XrML), an emerging
rights expression language standard based on XML. XrML offers a common,
simple-to-use means for expressing and managing rights and policies for
digital content and services.

The following are required to enable IRM:

* Windows Rights Management Services (RMS) running on Windows Server 2003\
* Rights Management Update for Windows client
* Office 2003 (or a third party application that is RM-capable)

Microsoft IRM Service:

Microsoft will also host a limit-time trial IRM service for customers who
do not host their own Windows Rights Management Services Server. This
service will enable users to share protected documents and e-mail messages
using Microsoft Passport as the authentication mechanism instead of Active
Directory. Note that users of this service will not be able to create
custom rights templates...
