IRM - Permissions button not working

I want to restrict an e-mail so it can't be forwarded. The Permissions
button isn't functioning. Is there something I have to do to get the
permissions and IRM to start working? We have Outlook 2003 on Exchange
Server.
 
Have you installed the Windows RM client? Do you have an RM server operating
in your organization?
