Irfanview question

I know its very off-topic here but is there any way in Irfanview to
"smudge" a portion of a picture? I know MS photo editor has this but
I would prefer to use Irfanview. Thank you.
 
Does any other free viewer aside from MS photo editor have the
function of smudging? Thanks again

I don't think Irfanview can do this - it works on the whole image. If you
want to blur a square or rectangular part of the image you could crop the
image to just that part, then blur the whole image save it as a new file.
Then overlay the blured part back on top of the original using MS Paint.
 
In IrfanView, you can select a square or rectangular area with the mouse and
then use the keyboard shortcut Ctrl+E to open the Effects browser. You can then
apply the Blur or Pixelize or Explosion or Median filter, etc., to your selected
area.

As long as we're on Irfanview, is there any way to tell it that when
it has a changed picture and I close the program, it should present
me with the usual Yes/No/Cancel dialog?

I haven't been able to find that in Options >> Properties anywhere,
and I can't count the number of times I've forgotten to save a
picture after editing it, then closed the program and lost my
changes.

I asked how to have the program give a warning message when closing
with an edited unsaved picture.

I wasn't ignoring your question. Your previous post did not show up on my radar
screen for some unknown reason.

Regarding your question, I see no way of adding that feature in version 3.97.
Maybe a suggestion to the author, via e-mail, would do the trick.
