IPsec policy in XP Home?

I've used gpedit.msc to create and assign IPsec policies on domain and
workgroup computers. But does anyone know if IPsec policies can be
configured in XP Home?

I'm playing with a laptop with XP Home on it while I'm in here today. (Long
story...) Anyhow, you can add it as a snap-in with mmc.exe but there's some
limits. For instance you wanted, from the looks of things, to be able to use
this through a domain and XP Home doesn't support true domain functions.
(It's my understanding, and I may be wrong, that even using the TweakUI
function to logon to a domain doesn't actually give all the abilities of
logging on to a domain.)

Do you happen to know if IPsec policy can also be used in earlier versions
of Windows?
