IPSEC manual keying

Is it possible in windows XP to provide manual keys for
encryption and authentication instead of using IKE.
 
secpol.msc has the same capabilities in XP as in W2k
including defining rules based on preshared keys.
 
if there is no support for this in windows XP then, could you told me how I can achieve this behavior, may be any add in or third party tool provide this behavior.
 
but it does have the same support for this as in W2k
