Invoking last good configuration

I have read the instructions for Last good configuration, but I can't invoke
this. I can get to that screen from restart even if I keep hitting F8. I
don't get he Shut down Windows dialogue box.

How can I get there?

I don't understand your post. Are you saying you can't shut Windows down to
restart it? If this is the case, unfortunately you'll need to do a hard
reboot. Hold in the power button - some computers need you to hold the
button for a number of seconds - and shut down the computer. Now restart it
and start tapping F8 as the computer is starting up.

If you can't do Last Known Good Configuration then perform a repair install.
