Invidualized Read Receipts

Outlook 2003/Exchange 2000: Is it possible to have read receipts apply only
to specified senders?
 
With me as the sender. My issue is, I would like to receive read receipts on
the emails I send to administrative staff but not everyone else. Without of
course turning it off and on each time I send those particular emails.

Not possible AFAIK as it is a message property and not a user property
