invalid menu handle

I receive this message when I try to download jpg's using IE. I tried
the procedure suggested by W Vogel here: http://snipurl.com/1onu2.
It seems to work at first: the content.IE5 folder is cleared with the
exception of an index DAT file (8528 KB) which I cannot delete. The
other files then reappear in the folder.
Any ideas?
I'd appreciate any help.

First run disk Cleanup and Defrag in Safe Mode, then run this command:
sfc /scannow click [OK] you will need your XP CD installation Disk for this
operation.
Does this Behaviour occur with all download, what happen if you Right click
the Target Download link and click Save Target to and select Desktop?.
Your Temp folder may corrupt, try to move it to another directory , reboot
your machine then try to move back to the default Directory as before?. <=
Write the default on a piece of paper.
