control panel and adjust the time.(the time i get is
1/1/1601) and all application that are dependant on time
fail to start.

What time is your hardware keeping? Have you set it in the BIOS, turned off
the computer for some time (10+minutes) come back, turned it back on and
gone into the BIOS to see if maybe you have a hardware issue (the time is
off before Windows ever has anything to do with it..)? Your system clock
may be dead.

I checked the CMOS bios many times, the date, time is
always accurate before winxp boots. I think winxp some
how changes the date, time when it boots and I don't know
why. I also checked the system device drivers it show no
conflict, I checked the system services windows date, time
and it shows it running. the only conflict i see in the
devices manager is the sm bus controller failed to
install.
