InternetGetSecurityByURLW - ERRORS :O

I'm getting these weird errors each time I try to scan my computer or
view User accounts or when other related things occur. The error is:

The procedure entry point InternetGetSecurityByURLW could not be
located in the dynamic link library WININET.dll

Help me, please! I can't even scan my computer for malicious software
with Spybot S&D. The OS is freshly installed..
