I try reduce the upload usage when I surf on the internet. Is there anyway
that I set the internet explorer that I can reduce unnessessory data
transfer, thus reduce the upload and download usage because my service
provider has a usage limit? I am using ADSL high speed internet. I can see
under the connection status, the sent packet and the received packet are
almost the same size, and increasing even I did not do anything.

a usage limit or a bandwidth limit ?

not much you can do about what is being sent and received by IE. You can
set it to not d/l images on websites, but a web page is a web page.

i'd scan for virii/trojan's/spyware if there is traffic when you are not
doing anything.
 
Try using a sypware remover and a registry cleaner this will reduce some of
the overhead windows has to deal with and you can make sure that you have a
well made fire wall that prevents popups and unwanted ads like OutPost or

Are you concerned about packet size (the number of bytes in one
packet) or about the total packet count?

In a typical Internet situation the upload packet count should be not
more than one-fifth of the download count, and most times it is more
like one-tenth of the download count.

If your connection is uploading approximately the same number of
packets as it is downloading then there are two possible explanations
for this:

1. You have installed some sort of file (e.g. music) sharing software
and other people on the Internet are busily downloading the shared
files from your computer.

2. Your computer is infested with virus/trojan or spyware
applications. Make certain that your antivirus software is
completely up to date, with the virus definitions not less than a week
old and do a complete virus scan of your hard drive. Then get a
"second opinion" re possible viruses by doing a free on-line virus
scan at http://houscecall.trendmicro.com and follow this up with MVP
