Internet tools access

Whenever I attempt to access internet tools a message comes up stating that access is denied due to "restrictions on this computer, please contact your administrator", however, I am the owner and administrator of the PC.

I have tried changing "permissions", on the properties tab I show as full control, but under advanced, all the boxes are greyed with the full control box unchecked, I cannot find a way to correct this.

The only way I can gain access to this program is when in safe mode - any ideas? Any help would be much appreciated.

If you are using Spybot S&D, disable the option:
"Lock IE control panel against opening from within IE"

This restriction can also be caused by spyware. Update your spyware program and
check your system on a regular basis.
