internet options

i'm running ie6.0 on w2k logged in as a user with admin
priv. whin i try to access internet options i get a msg
access denied. see sys admin.
when i log on as administrator there is no problem. i have
checked all security setting i can think of and reset all
IE settings to default setting to no avail.

any ideas????
 
Can this be the reason?

When I go to 'Tools' 'Internet Options' I get the following error:
This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

If you have SpyBot S & D installed, go to SpyBot - Search and Destroy
Immunize, and UNcheck the "Lock IE Control Panel..." box.

If you have troubles with your browser not having all the controls in the
expected places download and run this .reg file.
