Internet options

I am unable to open "internet options" when the internet
explorer 6.0 browser is open. The message returned
is "This operation has been cancelled due to restrictions
in effect on this computer. Please contact system
administrator." I am logged on as Administrator and am
using WinXP SP1 and IE6.0 SP1. Anyone have ideas?

If you are using SpyBot or something similar, there is a
setting option that should be disabled. Happened to me,
and drove me crazy.
