"Internet Options" Restricted

Every time I try to open "Internet Options" I get a
message stating: Restristions - This operation has been
cancelled due to restrictions in effect on this
computer. Contact your system administrator. How can
this be remedied and restored to allow access
to "Internet Options"?

You have Spybot Search & Destroy installed?
Then go to Start>programs>SS&D>advanced mode>immunize>now remove the
appropriate checkmark at the bottom of that page.
If you have the latest version installed, 1.3? Then post back, the method is
slightly different.
