This box has three radio buttons starting with "Never dial a
connection." What are these three options for? Who would use them?

Lets say you have dialup and don't want it used. And the power turns off and
back on and your computer boots and by default a messenger program loads and
wants connected. If you have it set to auto dial your dialup will be running
without your knowledge.

So if its set to never dial you can choose when its connected and when its
not.

Does that make a little more sense as to why those are there?

These options are to let the program know how you connect to the
internet, and what connection type should be used.

Yes, but when would you use the other two options?
 
Well if you wanted it to prompt you you choose that option. if you do want
it to autoconnect then you choose the other option. It all depends on what
you want to use it for.

Hi, if you have a laptop that you use to access the internet at work through
a intranet, but then you might want to use the dialup at home, then you
would check 'Dial whenever a network connection is not present'....
