What version of Outlook and what add-ins do you have installed? This is not
the native behavior of Outlook.

I have the same issue, but only for certain messages. This started
happening after our Exchange Server was upgraded to 2003 (OL2003
client). From the outside, the From, To, and Subject headers seem to be
blank. Once I open the messages, all headers are part of the plain text
message.
