Internet Freezing

About a month ago my internet when loading webpages and downloading from the
web would freeze halfway through the process of either one. Web pages loaded
halfway, and downloads would freeze after a couple of seconds and then time
out. I have tried multiple network cards, re-formating, and multiple browsers
(i.e, mozilla, firefox) to no avail.

I also installed Fedora Core to see if the problem was hardware related, but
Fedora Core works fine with no freezing. I also have rebuilt the Ip/TCP stack
in hopes that would work but it did nothing.

The strange thing is that when my downloads stop working I can still be
transfering a file to another computer in the local network without a
problem.

If anyone has any insight that would be appreciated

Perhaps your disk is full or you have too many files in either your temp
folders or your browser cache (Temporary Internet Files). Have you tried
clearing those folders and see if you get the same result?

I dont see how my disk can be full. I formatted the computer twice,
reinstalled windows XP. The first thing i did after that was go to download
my drivers from ati and the downloads froze. The second time I formated with
a different network card and the same thing happened.
