Internet Explorer

I don't know if I have the right group or not. Please help and direct me to
where I need to go.
I have AT&T as my internet provider. I used to be able to click on the
Internet Explorer icon to connect to AT&T but when I do this nothing happens.
Does anyone know what could be wrong.

Right-click on the Internet Explorer icon on the desktop or find your way to
the Internet Settings Control Panel. Click on the Connection tab and create
a new dial-up connection. Change whatever settings you need to get online
and then get back to the Internet Settings dialog.

Still in the Connections tab, change the setting to "Dial whenever a network
connection is not present." Click on OK and (re)start Internet Explorer to
see if it works.
