i have a major problem with internet explorer. Internet
explorer refuses to let me access the net. i can use
programs such as MSN, and i can (with some trouble) use
netscape navigator so i know there is no problem with my
connection. i have checked the TCP/IP settings and the
proxy settings - and i see no problems.

however certain actions cause a pop-up to appear (using
internet explorer to appear) and these pop-ups load
perfectly.

the only thing that works on internet explorer is pop-ups!

any help would be appriciated as i have reinstalled
internet explorer and i dont think it can be fully deleted
because as i understand it it is a part of the windows
base package (needed to browse "my computer")

You may have been hijacked by evil spyware. Try:
Spybot Search and Destroy
http://www.safer-networking.org/
Or:
Adaware
http://www.lavasoftusa.com/
 
both adaware and spybot found nothing... i already use
them :) also AVG7 found nothing (fully updated)
