Internet explorer will only let me go to secure sites

I am running ie on xp sp2 the ie is 6.0.2900.2180.xpsp_sp2_gdr.050301-1519
I can ping any site from the command line
I have he same issue with firefox
I have flushed the DNS cache
I have shut off the Norton Firewall and he windows one
I have run spybot
and NAV

Any Ideas?
 
2.25 hours later with both symantec and microsoft they decide rip norton
internet security 2k6 out! and everything works bye symantec hello avg and
hello Agnitum!
