Internet Explorer problems recently w/ applications

Hi, after recent windows updates KB8828028 among others, some of my apllications like windows error reporting, webshots, symantec security reponse are no longer able to access the internet independently. My main IE 6 browser still works but some of the programs that are supposed to conect with button launch or others are not working. I get a BLANK IE window with an error message saying file not found.What is the problem? Did I accidently erase something with my spysweeper or is this some deranged new security feature. System resore is not working.Sometimes I just get the blank screen and no error message. I still have general connectivity, but this is a pain.Any thought

What operating system are you using? If Windows XP, your winsock may be
corrupted. Use this script to fix it.
