InTernet Explorer Not Downloading Files Completely

Hello! My Internet Explorer v. 6 is not completely downloading files. For examply, when I try to download AOL Instant Messanger, it only goes up to 2% downloaded, or 31.1kb of 3.97mb. I also just uninstalled Internet Explorer and reinstalled it. Did I do something wrong? Maybe it is something wrong with my configuration? Help, please

I also have another problem

I deleted a file out of C:\\Windows\System 32 called jdbgmgr.app. It's icon is a small, grey bear. Is this a virus? When I look into properties, it is called the Microsoft® Debugger Registrar for Java. But with that name? It sounds unlikely. Is this file for real? If not, should I delete it and how? Thanks
