Internet Explorer is unable to open the website

Everytime I try to download a file from the internet
even when I try to download from Microsoft.com
Internet explorer shows the following message
Internet explorer is unable to open this website
website not available or its not working.

Please help me !

I am having the exact same problem. I can't download
