Internet Explorer ARGGGGGH

I have a Dell system with Windows XP. Something went WACKO
I applied Worm patch and after that internet Explorer
went WACKY and somehow the IE security is not allowing me
into m e-mail accounts or secure sites. I can't download
the Service Pack. I don't think that I should have to pay
Microsoft tp find out why I can't download a fix from
their site. I'm open to suggestion.. please help!
