internet explorer access

I am running XP Pro with myself as administrator and have
others that log on as Users. I need to stop access to the
internet to the user group, how can i do this. I have
tried setting the security option on internet explorer to
deny access to Read and execute, but when the users log
in and use the windows Search, Search the internet, this
allows access to the internet

Start\Gpedit.msc\User Configuration\Administrative Templates\System\Execute
only allowed Windows Applications\Enable\Add\iexplore.exe\Accept&Apply..

Enable this configuration to allow regular users and guest to execute only
the applications you add to the list... this directive does not apply to
members of the Administrators Group.
This configuration only prevents executing applications trough Windows
Explorer, it does not prevent executing applications trough the Command
prompt, Task Manager, the Run Command or the Helpcenter.

To prevent running applications by specified processes:
Disable Command prompt and Helpcenter in the System folder, Taskmanager in
ctrl+alt+del Options folder and the Run command in Start Menu and Taskbar
folder.
