internet connections through open programs

any open and running program cannot establish an internet connection, such as my anti-virus update. I'll get a message stating ( "an internet connection could not be established, please check your connection") all the while I am connected (cable) and can surf manually to any address on the net
 
Sounds like a firewall issue.

I've shut down all programs like pop-up-stopper, firewall and antivirus when attempting to connect
