Internet connection sharing problem

When I try to enable the internet connection I get the
following error message: "Error 1061: The service cannot
accept control messages at this time."

What is the problem and how do I solve it?
Please help me.

There's a microsoft kb article that describes this as an error when the
software metering server (sms) is attempting to close down

May be an indirect error caused by ics install attempting to close it down
while starting itself.

Management Server 2.0 Service Pack" ???
Is this for XP Pro???

This KB has nothing to do with ICS. Unfortunately I don't have any better
advice than rebooting and trying again.

I have tried rebooting many times, but still, it doesn't
solve the problem.
