Intermittent Error "Digital Line Detect"

I have a new installation of XP Pro running on a new Dell
Dimension 8300.

I get the following error message intermittently:

Digital Line Detect
Digital line detected (PBX): Please verify that your
phone line from your computer is directly connected to a
standard analog modem or fax line.

This error occurs intermittently while using internet
explorer, word, excel, etc and always when changing
users. When it happens it minimizes all open applications
and you have to click OK to be able to go back to what you
were doing. You do not lose internet connection. I have
not experienced any problems with connecting to the
internet or using the fax.
