Please Help can i cahnge the Interface language from
german to English in WIndows XP without re-installing the
OS?
 
All you have to do is just install an add-on
called 'Multi-lingual Interface Pack', you can try to
download it from Microsoft, not sure if it is still
there, it was there in 2002 winter.

One cannot "change" from one language version of Windows to
another language version. You'll need to purchase a "full version"
of Windows XP English and then perform a "clean install".

You can't. You need to clean install the alternate language version.

Won't work, he is currently in German, the MUI has to be installed on an
English system (this is assuming the user would have access to it in the
first place). More on that here:

The most this user can do is add English language support (control
panel/regional and language options), but the base operating system must
remain in German.
