I want to display a message when a user logs on what's the difference between
message title and message text I tryed to set it but no message pops up when
a user logs on to his or her account
 
Every window has a "Title" on it. Just like this window, where I am typing
the reply has a title "http://www.microsoft.com - Reply - Microsoft Internet
Explorer" at the top left corner. Message text will be appear under that
window.
