Installing Win XP upgrade on new hard drive

Is there a way to install Windows XP Home upgrade on a new hard drive
without having to reinstall Windows 98? Would appreciate any help anyone may
have.

Sure, no problem - just stick the Win98 CD in when it asks for proof of
prior version (assuming you have a real Win98 CD .. OEM restore CD
won't always work, although they were much less common back in Win98
days).

Sure. The requirement to use an upgrade version is to *own* a previous qualifying version's installation CD (not an OEM restore CD), not to have it installed. When setup doesn't find a previous qualifying version installed, it will prompt you to insert its CD as proof of ownership. Just insert the the previous version's CD, and follow the prompts. Everything proceeds quite normally and quite legitimately.
