It depends on how the program was written. Many newer programs give you
the choice of installing for all users or just the account you're in.
If you aren't given this option, then the program installs globally. If
you just want to hide the shortcut to it on the Start Menu, right-click
the Start button and choose "Explore All Users". Delete the program
folder/shortcuts from whatever users' Start Menus you want. If the
program puts shortcuts in the All Users Start Menu, just move them to
your own Start Menu.
