installing Solution Center

This started a few weeks after I got my computer- Shortly after I frist sign
in a box pops up to install Solution Center. It needs a disc and I don't
know what this is or where to get it.

What is this progran and how would it help me to have it? Is it necessary?

Why did this start popping up and if I don't need it how can I make it stop.
