Installing language software problem

i have a laptop installed with traditional chinese window xp home sp2. now i
tried to install a french language software but it refuse to let me install.
error message is the language of the operating system was not supported by
the software. i tried to change the language setting through control
panel/user regional setting in all three places to french but it still give
me the same error.

i also tried to reformat to default factory condition of laptop but the
problem is the same.

this is not the first time it happened cuz with another software, it also
refuse to let me install for the same reaon. i tried it just now and it's the
same.

someone help me out here....
 
Windows XP is written in specific language versions, therefore one
cannot change it from one language version to another. You'll need
to purchase a "Full Version" of Windows XP in the language version
you desire, reformat your drive and install it "clean".

Or if you have an available empty drive or partition, you can install
another "Full Version" of Windows XP in a different language version
and create a dual-boot configuration.
