installing and admin rights

whenever I try installing a program thst uses windows
installer, i get this error- "The system administrator has
set policies to prevent this installation." I am set as
the administrator on my PC and i also try to install it
when logged on as the administrator and i get the same
problem every time. I am trying to install one of the
powertoys on XP pro. This happens with pretty much every
program (not just powertoys) i try to install.
 
Is your computer on a network? Network administrators often create domain
'group policies' to configure computer and user settings--these domain
policies (saved on the computer) frequently override local administrator and
other user privileges. The policies are frequently a safeguard put in place
by network administrators to prevent software installation.

In the registry, under the keys (they might not exist)

HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft\Windows\Installer\
and
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Installer\

if you find a value with the name DisableMSI, delete it.
