I have a cd-rw that operates fine but windows will not notice, recognize, or list in the system a dvd writer

My system works just fine with the two drives. Are the drive jumpers proper configured - one as master the other as slave if they are both on the same IDE cable? If so then try reversing the assignments by making the master drive the slave and the slave drive the master.
