installer missing from XP

whenever I go to load a programme, I get a little way
into the process and am then stopped by a box telling me

"The windows installer service could not be accessed"

any one have any ideas what I can do, my restore will
work and I want to try and save without reinstalling XP
because of the number of programmes I run
