Installation of Win98 after winXP

I have 2 HDD with XP loaded on one of them.I would like
to install Win98 on the second drive. I know there is a
proceedure to have both OP's but it requires that Wn98 be
installed first. It would be a major effort to delete XP
and all it's programs and then reinstall them.---Is there
another approach where I can install Win98 without this
major surgury????
