Installation of PST Backup

I downloaded PFBACKUP.EXE and tried to run it to install
the Personal Folders Backup tool. I get conflicting
errors as follows:
First: Personal Folders Backup says "Setup has detected
that you already have a version of Personal Folders
Backup installed on this machine. Before this download
can be installed you must first uninstall the previous
version. To uninstall, please answer yes to the next
question." When I click OK I get ...
Second: Windows Installer says "Are you sure you want to
uninstall this product?" When I click YES I get ...
Third: Windows Installer says "This action is only valid
for products that are currently installed." When I click
OK I get ..
Fourth: Setup Error says "To install this download,
please uninstall the previous version of Personal Folders
Backup before using the Add/Remove Programs Control
Panel."

It is obvious by the Catch22 situation that something is
messed up in my Registry. Any ideas on how to clean the
registry so it no longer thinks I have the Personal
Folders Backup tool installed?
 
I find I get the same message when I try to install this
under two different users in Windows XP.

It is a bit annoying that when it is installed under one
user no other users n the system can access the "backup"
item from the file menu except the user it was installed
under. When I try to install it under other users I get
this same error message.

Anyone know if there is any way to install thios tool so
all users in a windows xp system can use it?
