installation issue

I was suddenly unable to access the internet, worked with
internet provider who decided operating system was not
functioning, referred me to my computer manufacturer, Dell.

Called their support but no luck, said I needed to
reinstall windows (XP-Home). I did, but now I cannot get
past the log-on page. I try to log on and I get a screen
saying I have to register the product, and I either need
to say yes or no. Either way I just get recycled back to
the sign-on page. I'd appreciate any help you could
provide

You are /never/ required to register Windows. Activate, yes, register, no.
As yours came preinstalled activation shouldn't be necessary either.

You will need to call Dell again. MS does not, will not and cannot assist
with OEM installations. All support for software and hardware - including
replacement keys and media - is the responsibility of the OEM.
