Install XP Home Edition "upgrade" from scratch?

Is it possible to install Windows XP Home Edition from scratch to an unpartitioned hard drive if you have the "upgrade" version of the CD? Or if you are using the 'upgrade' version of the Home Edition, are you required to first have Win9x/ME already installed on the computer

I'm hoping to do it the old way, kind of like with Win98 upgrade, you could install the upgrade version from scratch and it would prompt you to insert your old Win95 CD to verify you qualified for the upgrade. It seems this would be a cleaner way to install it
