Install WinXP Pro to a DVD?

Huh ? - install it in what way, to run from it - No. Besides the
obvious limitation (No install to Removable), Windows needs
the ability to open/write files which cannot be done on optical
media.

But that's not an operating environment, is it. It is considered a repair
environment. It is also not a complete install with all M/B, sound, printer,
and other hardware drivers able to be installed etc.

You are quite correct, but it's the closest I have seen to installing XP to
and running from a DVD. You add enough plugins and you can get pretty good
experience.
