Install Ipod/Itunes

When installing itunes I received an error message "1607:
Unable to install InstallShield Scripting Runtime. " I
was directed to the InstallShield Website where I was
instructed to download isScript7x.zip and delete the
InstallShield folder. When I finally unzipped the file I
was unable to install because of the following error
message "The Windows Installer Service could not be
accessed. This can occur if you are running Windows in
safe mode or if the Windows Installer is not correctly
installed." Needless to say, I'm not in Safe Mode. I
called a technician who said that if I changed the
impersonation level to identify in decomcnfg that would
solve the problem. But of course, I was not allowed to
make the change. I'm at my wits end and need help ASAP.
