Install CD: Can't install over current Windows 98?

Older Pent 1 Dell Laptop 233 w. Windows 98. CD says can't proceed with installation over Windows 98. (Can't find Windows 98 or I would reinstall it!) I do have Windows 95. 4 Gig drive with 2 equal partitions each w. approximately 700mb free. New 20 gig exterior USB hard drive, which, naturally (!), Windows 98 currently can't read. Trying to do an upgrade to 2000 of Windows 98 (first edition) on C Drive) to salvage data. But I can't get into the Install CD no matter what I try. (Tried to upgrade bios but failed because screen says to install Windows 98 CD), etc. Seems like catch twenty two. Should I give up and try to install Windows 95 over Windows 98 since I have those discs? Is there anyway to get the CD to install Windows 2000 as an upgrade - or even as a clean install (!) - on either the interior or the external drive? Thank
 
To do a clean install, either boot the Windows 2000 install CD-Rom or setup
disks. The set of four install disks can be created from your Windows 2000
CD-Rom; change to the \bootdisk directory on the CD-Rom and execute
makeboot.exe (from dos) or makebt32.exe (from 32 bit) and follow the
prompts.

When you get to the point, delete the existing NTFS and or other partitions
found. After you delete the partition(s) abort the install, then again
restart the pc booting the CD-Rom or setup disks to avoid unexpected drive
letter assignments with your new install.

To Dave Patrick: Thanks for your reply. It's fascinating in its brevity and scope! (It's time to admit I'm a Macintosh man trying to help my son, who is just beginning with all this.) Somehow when we tried to make the 4 discs, we wound up with two, and were unsuccessful in applying them (!). I don't remember whether we used "makeboot.exe (from dos)" or the "makeboot32.exe. In any case we could not follow the prompts. (I seem to remember there was one file referenced in one manual or another - (I bought four!) - which we were supposed to install prior to the contents of the 4 disks. We installed the one file - from the one floppy, never having gotten the "4 disks". Will try again. Do I understand there may be some (possibly) recoverable data on the internal hard drive if we follow the second paragraph of your procedure? In any case, many thanks. We'll try it.
 
The easiest method would be to simply boot the CD-Rom. In order to do so
you'll want to change the cmos boot order to CD-Rom, A, Fixed disk
