Inserting picture - need more customization on defaults

Every time I insert a picture into an email (which I do a lot! these are
often snapshots of adobe or text files), I have to them go to Fomat Picture
and tell it to put a line around the picture. I like the line around the
picture because it makes the email easier to read - helps distinguish where
the text in my email stops and the picture starts.

Is there a way to set the outline of the picture by default in Outlook 2007>
 
Not that I know of - why can't you save the items with a border from within
the application that creates them?

Technically you could set a border, however, I am usually just cutting
snippets from PDF files, which I do about 10-15 per days. It is quicker to
put a line around it in the email rather than in Adobe. Would be even
quicker if I could get Outlook to put a border or line around all pictures I
paste into an email

The actually process often involves printing a Word or Excel doc to a PDF,
then highlighting and clipping a section of the PDF in Adobe that I want to
point out to someone and then pasting it as a picture into the email.
