I cannot load a form document from my scanner to Word (as an Insert function)
My insert drop-down menu only says picture. I cannot figure out how to put
a form into the compument as a document wherein I can edit and then
print/Save the document.

Assuming your scanner software included a good OCR application.

First select to scan the form to Wordpad or just to File.

Set the scan to Text and Image

Save as *.rtf

In Word go to Insert>File and scroll to the *.rtf you just created.

When inserted to Word you should be able to edit the text and image portions.

Scanners convert everything to digital images. Software then converts
it to editable characters. After scanning the image, run it through OCR
(Optical Character Recognition) to make it something other than
individual dots. But unless you bought a more-advanced OCR software
package than the one that came with the scanner, all lines and
formatting will probably be lost.
