Insert row on diff sheet IF

On sheet "NF", IF C2=2 and C3=1, then I would like a blank row inserted on
sheet "BK" at row 39. If those two conditions are not met, then Do Nothing.
IF the conditions are met and the row is inserted, then I would like C39 on
"BK" to have "DCD" entered into it and "RN" placed in cell G39.
