Insert Row after Specific Value in Previous Row

I have a spreadsheet which is 2000 rows long and increases monthly. Each
year we have to update and manually insert a new row. These row insertions
are not evenly placed. I hope a macro will speed things along.

Each time I find Actual/Budget,which happens to be in column G, I want a
line inserted above it. And so on throughout the worksheet.

Can you help?
 
The "Actual/Budget" is portrayed as a line item description? If this is so,
does every line item have a row? You are working down another Excel spread
sheet, that will be updating another Excel spread sheet?

Think we need a little more information.

It is one worksheet. The "Actual/Budget" is a description within the cell.
Example of row G, H

2007 Actual/Budget, $10,000
2006 Budget, $8,000
2005 Budget, $7,500
2004 Budget, $7,500

This scenario is repeated for each and every revenue and expense within our
organization. These expenses and revenues may have 6 accounts under one
group or 2 under a group which is why I can't just insert every 5th row. I
need to find the actual/budget and insert above that.

My goal is to add a row above the 2007 Actual/Budget, type in 2008
Actual/Budget and then do a find/replace for 2007 Actual/Budget and replace
it with 2007 Budget.The formulas do not have to stay the same. I just need to
do an insert row.
